You really do lack understanding. The house passes a budget plan then the senate may pass their own version or an amended house version. This may go back and forth until it reaches the conference committee to wrangle out the differences.
In this case, the senate refused to do their constitutional duty.
You can blame the house all you want, but in the end it was the senate and the dims fault. Plain and simple!
