I NEVER, EVER even look at properties listed for sale that already have a pending offer. I do watch the sign/listing to see if the "Pending Sale" closes or if it goes back on the market.
Sometimes, even often, the pending sales does not close because the contract price is higher than the lender Appraisal valuation. Then, after the property "seasons" a bit, I may view it and make an all-cash offer for what my own professional Market Valuation turns-out to be.
