I think that taking them off the tax rolls is not really much of an issue given their values. The issue of being used by the Public is an interesting one. I guess ultimately it would be used by the public, those that pay the University to live there.

I'm always fearful of the eminent domain process, as like everyone, it's been used in cases that bring a tear to your eye. This particular case, I think the biggest question is compensation. They are rental units, leased through next year. That needs to be part of the compensation, as well as something to those that will have to relocate.
