The intelligence gathering capabilities of Law Enforcement, the DIA, NSA, CIA as well as the Infernal Revenue Service(IRS) <http://www.irs.gov> with or even without subpoena power are awesome.
They do NOT always seek a Court Order, of course, because notice would be required and "Service" as well. Sometimes it is far better for the Agencies to lurk in the shadows.


The Fed Government doesn't need to monitor message boards to figure out if someone's in debt or not - all they have to do is get info from the credit reporting agencies to find out where someone has credit, and get info from those credit companies to see someone's utilization rate.
