That's because gummint refused to allow insurers to continue the practice of canceling coverage on those who made significant claims or had a bad prognosis. And gummint stepped in and passed the law mandating COBRA.
You are younger than I am so perhaps you don't remember before these laws were passed, but I do. They started, as many advances do, in liberal statehouses.
I'm old enough to remember those days
going to ER because I wAs unemployed and couldn't afford insurance
lucky that when I got serious sick I had a good job
really lucky there was COBRA when laid off
really REALLY LUCKY to survive until Medicare eligible
( and no pre-existing condition restrictions
and blame the libruls for my luck since I'm sure conservatives would have preferred I curl up somewhere and die
