No. It's just common sense. In a global economy, with global communications and easy travel, the location of required knowledge and skills is not important. It can be tapped from anywhere and applied to problems anywhere. There have been a number of influential books written on this topic and considerable documentation of this fact.

There have been plenty of countries that have graduated a glut of college graduates, many of whom became public nuisances because they couldn't find suitable work.

This is your own bias. You really have no examples of this.
