<<India has a lot of infrastructure limitations that they need to fix. They have a lot of poverty, lack basic sanitation systems that are badly needed, governments with significant corruption, etc. So they are currently creating more college educated people than their economy can absorb. But I don't see how creating more trade-ready people than their economy can absorb would help much. In fact, it would limit their potential to address those underlying infrastructure problems.
Having more capable tradesman might enable them to rebuild their hoplessly outdated and inadequate imfrastructure.
Having more college graduates who don't want to get their hands dirty isn't likely to help solve such problems very much.
