PucksFool covered it well, but on the subject of fees, I think you will find the answer depends on the size of your account. An annual maintenance fee for smaller accounts, often $40 is common. Vanguard also has extra fees for some small accounts, but those may be waived for an IRA.

Do ask Vanguard to explain their costs in your situation. If their costs seem high, shop for some other custodian. Vanguard is especially sensitive to small accounts, and others may be cheaper until you reach certain minimums.
