I've been in this situation with Canadian stocks in my IRA, though, I believe, at a lower tax rate. Nothing you can do. You just need to be aware of it when you invest. It can make an apparently attractive dividend rate look much less appetizing. Hopefully you also have some capital gain potential in the stock. Doesn't rule out holding foreign stocks in the IRA. Just makes the decision process a little more complicated.
