Because security is better placed within the OS kernel rather than bolted on via an application later.

That still doesn't answer the question of why Google couldn't find the necessary programmers to handle "security" on its own operating system. Does the NSA (and its contractors) pay so much more than Google pays its programmers that all the best security minds have left Google incapable of creating its own code for the OS kernel?
