That still doesn't answer the question of why Google couldn't find the necessary programmers to handle "security" on its own operating system.
You're missing the point... the whole idea behind FOSS (Free/Open Source Software) is that *anybody* is free to download it, use it, look at it, study, change, and contribute back (or not, depending on the license). Sure, Google has plenty of programmers, many of whom probably eat, drink, and procreate security. But at the same time, if someone from the NSA, FSB, Mossad, MI6, or where-ever else has a better way of doing things, then it's well within the cultural norm of FOSS to use that contribution, once vetted by others in the community, instead of reinventing the wheel themselves.
