Most of the people working on this stuff do it out of sheer love for the product
If NSA staff worked on this for "sheer love for the product", while on the clock, I, as a taxpayer, have a problem with that.
If the NSA allows staff to work on this, instead of tracking down bad guys, I, as a taxpayer, have a problem with that.
There are two reasons for NSA staff to do this:
-Google paid the NSA whiz kids to produce this code, because it was beyond Google's ability.
-The NSA expects a payback...but what it is, is a secret.
