What do you think the purpose of the "Farm Bill" is?
What is the intended goal of the legislation?
Is the purpose to provide a "safety net" for farmers? Basically a
farmer bailout program?
Is the purpose intended to maintain a "floor" and a "ceiling"
Is the purpose to encourage economic farming activity?
I think the problem in creating legislation is that the
driving force behind a piece of legislation is not always
understood - if it is communicated at all.
Sometimes, a large portion of any bill is a method for
legislators to repay their supporters - or themselves.
The larger the bill, the more cloudy the reasoning.
