My cutoff is 0.25%, but most are below 0.15%. My SIL had a manager that put her into front loaded funds with expense ratios above 1.5%. That, plus all the churning they did, ate most of the gains. I had her switch from a full service broker to an online broker, selling all the funds and buying index funds from Vanguard. This switch alone probably gave her a 5% gain in value (kept track of the old funds).
