what if they don't qualify as a full-time student? A part-time student living at home and working, just not taking a "full" load of classes, surely that is still considered a dependent, right?

Maybe yes--see "bum"--maybe no--see "too much income."

Different facts require different analysis. If you follow the process in Pub 501 it's really pretty easy.
