Why is government contracting often done so poorly?
In one article I saw a telling comment. The point was made that federal contracts are so arcane (filled with ancillary requirements for fair treatment of minorities, etc.) that companies emerge whose main skill is meeting all of the ancillary requirements. Getting the contract is more important than doing the job.
I wondered: could Google have done this job? In a heartbeat, I thought. So why not? Inquiring minds would like to know.
