Nothing in that quote suggests that government, or the exercise of governing, is not necessary.

Actually, he says govt IS necessary.

"government even in its best state is but a necessary evil"

That is why one should not listen to one lazy fairy. They never understand what is being said.

Elsewere in the same posting:

"Society is produced by our wants, and government by our wickedness; the former promotes our happiness positively by uniting our affections, the
latter negatively by restraining our vices."

In other words, govt promotes law and order. Society does NOT (else no need for govt). What do conservative push? "Law and order"--so they strongly support a powerful central govt able to deliver it. You can NOT keep your wealth unless the govt protects it for you.

"Government, like dress, is the badge of lost innocence"

It is a sign people recognize the need for an organized society with rules applicable all. Ah, that may be a problem to many conservatives. They have had control of hundreds/thousands of countries over the millennia--and NONE survived. They ALL became liberal. Conservatism is a known documented and failed political model for millennia.

"For were the impulses of conscience clear, uniform, and irresistibly obeyed, man would need no other lawgiver"

This is hilarious !! If everyone thought and acted alike, then govt is no longer needed (think about it).

"he finds it necessary to surrender up a part of his property to furnish means for the protection of the rest"

Govt isn't free. Taxes are the price paid to have a civilized society.
