It already hasn't been.
(Wait - I'm not even sure that's a proper tense.)
It's a month after launch, and the site isn't working. That's already imposed enormous burdens on those who are struggling to get coverage and rebuffed the first efforts of any of those young healthies who tried to log on. There's already damage being caused to people and risk to the long term health of the program.
Look - it's certainly an exaggeration to claim that the failure of healthcare.gov is a conclusive indictment of all government endeavors (or the progressive vision of government) everywhere. But that does not excuse the complete failure of competence on this matter, in a time-critical phase of the ACA, where the people that the ACA is ostensibly trying to help are actually being hurt by that failure. It's not a "whatever" moment.
