He's not a techie, however.....but a project manager type....

Having been one and having attempted to be the other, I can tell you that a techie and a technical-project manager need rather different primary skills. And for a project the size of this one, the more critical skill is the technical-project manager TEAM (not just one person).

However, it's much too late to bring in a new project manager and expect him to get things fixed by the end of November. In fact, in my opinion there is NOTHING they can do to make it even POSSIBLE for the system to be correct, adequately fast, and secure (all three) in that timeframe. For that matter, if the Coding Fairy were to wave her wand and instantly fix all the code to deliver that result, they would be hard-pressed to complete adequate testing (to verify all those requirements are met) by the end of November.
