How much are the penalties for not buying a health plan?

The penalties are not very high to begin with. In 2014, the fine to remain uninsured is $95 per person (up to a family maximum of $285, or 1 percent of family income, whichever is greater).

The penalty is not the real kicker.

The "real kicker" would be the requirement the uninsured pay for their own healthcare WITHOUT insurance. And they can't get insured until the next registration period. So, it gets real expensive, real fast without insurance and you really need more than just the minimum healthcare.
