Why is it okay for state to have too much power but not Fed's? Government is government whether it is state or Fed?

One of the functions of the federal government is to protect individuals from state governments. Which government protects individuals from the federal government? If individuals are not protected from the federal government, their last refuge is to become refugees and leave. The wealthy, talented, and skilled are welcome elsewhere. Capital investment is welcome elsewhere. The un- and under-productive are not welcome elsewhere. Surely someone as brilliant as you can see how undesirable it would be to have a whole country filled with the un- and under-productive with nobody around to provide for them?
