I will retire in a few weeks.

I have sizable retirement savings. Is it possible to set up and manage my own retirement income portofilio?

Yes if you feel comfortable doing it. (I did)

I find it hard to pay someone 1% to manage( cheapskate).

I'd keep 4 years of spendable cash in an account and invest the rest.
Where's a good place to look for simple and low cost investment options?

Vanguard https://investor.vanguard.com/home/ They are known for their low cost index and managed funds.
There are other ways to get professional advice without a 1% fee of assets under management. There are advisors that will charge a flat fee or an hourly rate for advice on a one time or as needed basis. Check http://garrettplanningnetwork.com/
Vanguard will also do a financial plan for a reasonable fee, perhaps at no cost depending on how much $$ you will transfer to them.
