Carter can not be blamed for mismanagement by Bush. The CRA ran find for decads. The CRA was active when Bush changed the rules. He either did not consider the impact of his rule changs to the market with the CRA in place, or he considered the impact and misjudged it, but either way the CRA as inacted by Carter is not to blame.

Maybe you need to study your history a bit more.

Maybe you should read a newspaper a bit more. I mean other than IBD.
