Is that right? I mean, to withdraw funds from relatively poor performers when the market is high rather than wait to see how it is at the end of the year?

You don't have to withdraw all of the RMD at one time.

Whatever transactions you want to make within the account during the year isn't a tax question. You can take distributions any time of year, or move out of poor performing investments at any time.
