Speculation isn't an assertion of fact per se. It's a conjecture, a hypothesis.
But, the MO of righwing media is to repeat the speculation a bunch of times until it is considered fact by the rightwing media market. The speculation takes on a life of its own.
It's misleading, annoying, and a waste of time.
The real sad thing is that kneejerk/low information bloggers/posters like Willie and Lurker can't distinguish between speculation and fact. When a lot of people swallow that misinformation hook line and sinker you end up with a phenomena like the TeaParty (whose creators regret creating because they now realize even they can't control stupid).
