Can under-developed countries make the leap to sustainable business and development or will they have to learn the hard lessons we developed countries have learned the hard way?

For example, will they have to have a threat of polluted water supplies before they stop dumping toxins into their watersheds? Or will they see from our mistakes what not to do?

I certainly hope for a leap, because the "third world" is awefully big and could really do some significant damage!
