A second remedy that I later suggested was to use the tactic of a doctor's office and for library management to offer a mask for coughers.

A small problem here. When one is at the doctor's office we can assume that one is seeking treatment for a current medical problem that is causing the cough and is likely contagious. However if one is out and about in general society, that isn't necessarily true. Every few years I get a really bad cold or flu that moves into my lungs. I stop being contagious relatively quick, but it can take months for that cough to stop (and for pulled chest muscles to heal, sigh). I'm not going to wear a mask and draw attention to myself.

It's winter for crying out loud, you probably get more exposure at the grocery store.
