Unfortunately, your experience makes althogether too much sense. The advice on the board is to NEVER close an account that has a balance due or you set yourself up for changes in APR over which you have no conrol. Unlike Joe and Joel, I do not know the techinical language but I know this to be true out of personal experience and from the widely held belief on this board that this is true.

I am sorry that you got the short end of the stick. The Foolish thing to do would have been to argue with People's bank when they closed the account that they based their decision on false information. Alas, hindsight is twenty-twenty.
