Can you tell me if there is a board that would be a logical place for me to ask about time limit on taking action against a company for failure to reimburse for correctly submitted rebates?

I'm talking about PNY and a total of ~$7K rebates (from their RAM fiasco of a couple years ago)....so, it's not chump change.

I was thinking that I might only have a two year or 3 year window, and, I was also wondering what my small claims court options might be.
