Actually, I think means testing will happen. No one thought there would be taxes on SS and now the "rich" pay it. The next to most likely things to happen to SS will be to remove the cap on the amount paid in, per year, and some level of means testing. Very small at first, but it will slowly include more and more people.Then you will have completely removed the link between what is paid into the system, and what benefits are paid out. At which point we can dissolve the SS administration and consolidate welfare for the young and old into a single program. Retirement "savings" would exist only as private accounts (IRA's, 401K's, etc.).
