Well no. I believe a member of his economic policy team over you. Plus I can see from your link the tax rate schedule was clearly changed in 1983.

"The NCSSR recommended enacting a six-month delay in the COLA and ***changing the tax-rate schedules for the years between 1984 and 1990*****.[52"

I'm taking a leap that you will understand this statement made by the board Greenspan was on.

Yes, it means they recommended increases in the FICA schedule which you can clearly see in the link you provided earlier.
