Also, under Fixed Charges and/or Special Assessments dection of my Property Tax statement, I saw things for Sewer SVC, CSA Paramedic, my local Professional Homeowner's Association, and maintainance charges to my local community etc... My question is, should I exclude these charges in the property tax total or can I leave them in?

With the possible exception of the last item, none of these is deductible as property taxes. I doubt that the maintenance charges are either, but if they're based on the value of the property, take a look at Publication 530. If they're not based on the value, they're not deductible.
