Speaking of picking nits, was the "Obama-era peak" when he took office? Or when his policies kicked in? Or later?

Looking at Pew and Gallup, it looks like Obama's heights were shortly (4-6 months) after he took office (Spring surveys), before any policy was implemented. The honeymoon period.

However, among most of our allies, current polling - most recent with 5 years into Obama's presidency - shows Obama's America still with ~ 20 percentage point lead over Bush's last year in office. Bush had some absolute crap ratings internationally across the board.

Your assignment: Please explain Bush's poor ratings away, while emphasizing Obama's slight drop from his peak. This is an open book test. Please don't sprain anything with your various contortions.
