Am I allowed to deduct the cost of the utils during the April '01 through Oct '02 period ?
OR
take some kind of rental income "loss" during that time, since I did not have a tenant ?


I agree with Phil - there are no deductions available for your house (expect for the usual Mortgage interest and property taxes) while it was vacant.

However, you might have been incuring deductible temporary living expenses at your apartment. That would depend on why you moved to the apartment - specifically if it was a temporary job assignment.
