And according to each state it is granted as a privilege. The privilege to drive can be denied and is denied for any variety of health issues or behavioral issues. You have to be licensed to drive in every state and take tests that prove you are capable. You have to carry insurance in case you harm someone while exercising that privilege. The vehicle that you drive must be licensed and even if you are not driving it, your insurance must cover any harm that comes about if it is involved in an accident.

I suppose you can say the same thing abut guns?
