When you withdraw money from an IRA, is the cost of maintaining that IRA, (annual fees, commissions, etc.) deductible for income tax purposes?

No, they are not. Annual administrative fees could be listed as a miscellaneous investment expense, though, if they were paid for with money not in the IRA.
