Another possibility would be to open a checking account with a debit card in their name. The card would be able to be used anywhere a credit card is excepted but would be based on only as much money as they had in the account. I may be over-cautious but I don't use debit cards at restaurants or at gas stations as these are the places most likely to have card scanners to steal your card data. Since the OP said her daughter needed the card for food & gas, then (to me) it wouldn't be a good idea.
