Any kind of government-sold or -operated insurance plan, even for those who otherwise cannot get insurance, does not thrill me, as it would inevitably become a bureaucratic nightmare. I prefer a good regulation plan with strict limits on lawsuits for noneconomic damages and tight restrictions on who you can refuse to insure and who you can't. If government must get involved, I'd limit that to providing subsidies to insurers who follow the rules, but except for subsidies and lawsuit and uninsurability restrictions, I'd keep government the hell out of it.
