Any suggestions would be appreciated for how a person new to investing should approach this situation. Just wanted to see if there are some selection processes other than just buying the latest recommendations.

You can avoid the whole issue with a microcap index such as IWC or FDM exchange traded funds. IWC has 10x as much money in it so its more widely traded. If you want something tax efficient you can use BRSIX, but it doen't track it decile 10 market all that closely because it tries to be tax efficient.
