Arnold goes on to recommend cutting carbs to the point just shy of ketosis (e.g., use ketostix to test for ketosis, and add carbs as necessary to avoid ketosis). This allows exercise to be fueled by the more efficient glycogen without adding extra calories from unnecessary carbohydrates.

That sounds like a great idea for a fit, body-builder, i.e. someone who doesn't need to lose weight, and is almost in line with the maintanence program of Atkins.
