As a bonus, the ER may become less crowded and you can get seen in less than 6 hours...

A word to the greyling numbnut. When something is "free", there is no incentive to be cautious or conservative about the commodity. Trust me, I worked many an hour in the ER during residency training. There were way too many people waiting to be seen just because: it was raining, it was sunny, the welfare check came, the welfare check is late, it was hot, it was cold, I'm hungry, I'm vomiting but I managed to eat a big mac and fries while waiting, I've had this sore toe for 2 weeks but now at 2AM I think I need it checked.

Its The Tragedy of the Commons.
