As for why, because there are American Citizens who are stuck in international waters.

They aren't stuck. They are on the boat they paid to be on, being slowly towed to port. Anybody on that boat could pick up a sat-phone and charter a tug to come out and take them off... on their own dime.

Heck, people regularly pay for offshore passengers transfer. By boat or helo, it's not cheap, but it's totally do-able.

Once done, send Carnival a bill...if they don't pay it, they can't use our ports

Once what is done?? International waters, no crime, the USCG can't just commandeer the vessel because it smells badly.

Limited government does include the task of protecting citizens who are in harm.

"In harm?" So, if my hotel on a Fijian atoll has a backed up toilet, and the food is not 4 star, and the boat does not come to take me to Nandi for 4 more days, I should call the embassy for an airlift?
