At home, I use a perforated stainless steel tea spoon or tea ball to hold the loose tea in a cup or pot respectively. It makes it easier to compost the tea, and the tea is less expensive in bulk. The spoon or ball makes for fewer leaves in the tea, and it's easier to clean the pot. One could also use a small mesh strainer. I once had a bamboo strainer that the Japanese are said to use for green tea, but I found it hard to clean. Tea bags make things easier away from home.
