Because on Wednesday Ike was headed straight to Corpus Christi. That was a major channel with Ike, it wasn't clear until less than 24 hours before landfall where Ike would make landfall. For smaller water craft shelter in place is the best you can do. Tie them with enough slack to roll with the waves and lift with storm surge but not so much slack that they beat themselves to pieces on the dock. With a 17' storm surge (they are saying that is what it was now, but still not official, that is a complicated process) not much you can. For larger ships you are far better off at sea.
