Being able to use 529s for elementary and high school expenses looks like a direct shot at public school systems.

Likely to augment the "school choice" nonsense. They'll issue vouchers, and then because most private schools are more expensive the parents will now have the option to waste their 529s on them possibly depleting their funds so they can't pay for college down the road. The private schools will get rich, though.
