Possibly a bit harsh in that balancing diet with exercise can be hard to do when working travelling etc but on the whole I think its pretty accurate.

If you consume more calories than you burn, you will become fat.

You have 100% control over what you consume.

Unless you are severely ill or disabled, you have 100% control over how much physical activity you get.

Thus, you have 100% control over whether you become and stay fat.

Yes, everyone's metabolism is different, and some people can eat more and exercise less than you and still stay thin. That is irrelevant. You are responsible for figuring out how much you can eat and how much you need to exercise to achieve and maintain a healthy weight.
