Better yet, how about the government stops throwing money at people who are in dire emotional but not financial need. Making them millionaires isn't going to bring their loved ones back.

No, but it does come with at least one large string attached IIRC they have to sign away thier right to sue (at least the airlines) over the 9/11 tragedy. That my friend is what the government payments are all about. They're not about compassion and they're not about need.
