Bingo, bingo, bingo! I actually reached a helpful person within 3 rings! I found the number for my state's IRS education office (long distance call for me) and she will send me a sign-up package. Evidently training starts in January. Here is the link to the states:

Here I found a phone # for the WA IRS education office - not an 800 number. But I got someone immediately who was very helpful and will mail me a package to get signed up. She said that the training classes are in January. I also tried finding some VITA sponsors with the local library but they were no help. So I'll see what the package says and go from there.
