Block hasn't had RALs for several years. They do still offer the option of having tax prep fees deducted from the refund, but the bank doesn't release the funds to the tax payer until the IRS releases the funds to them. And yes, there is a bank charge for that, but it's a flat fee and not dependent on the amount of refund.

As far as continuing education at Block goes, when the RTRP program started and the IRS indicated a requirement of 15 hours of CE each year, Block lowered their CE requirements for rehire from 24 to 15 hours, including 2 hours of Ethics and 3 hours of Tax Update.

Oregon still requires 30 hours per year for renewal of the Tax Preparer or Tax Consultant license. EAs are also required to pass an Oregon specific Oregon exam to do taxes in Oregon. My consultant license next renews in May, 2014 and I currently have 35 hours of CE completed. I'll have about 60 hours by the end of October when I finish teaching the classes I have on my schedule and others that I plan to take to prepare for what my clients will have in 2014 tax season.
