Boy this is a hard one. Lots of grey area. I'll start looking into finding an official answer. The siding to be installed soon will definitely prolong the life of the structure (the current siding is falling off in parts -- it's weather-beaten wood) as well as look much better cosmetically (so it'd be an improvement vs. just patching up the current siding & re-painting it).

As for my predicament -- I'm selling my place and the special assessment will occur any day now.

Has anyone reading this ever set a precedent by adding to their basis new siding (vinyl in my case) which was put of up over old dilapidated siding?
